Can we afford tax funded school lunch and breakfast?

We can afford it if we actually police it. Why are kids throwing away the burritos in the first place, most likely because they are not any good. We had an ala carte lunch program and bought what we wanted whereas kids on the subsidized program had to get the regular lunch, spaghetti, salad, bread, fruit, milk , so we reformed it because we didn't want to insult those getting the free lunch and now all the kids get whatever they want and waste it. Why, because they are not paying for it, the taxpayer is.
