Do you believe in the death penalty? Why or why not?

Well, I know that nowadays mainly people who commit murder get sentenced to it. I believe that the people who did that like Hitler (note:i do not support Hitler) were just mentally ill and that deep down inside they did not mean it and they were trying to fight it.
