I received a parking ticket. I disputed by mail in 17 days. They got it in 23 days total. I got late penalty?

They got my dispute letter in 23 days after I got the ticket. They processed it and hearing is pending. However, I got penalty fee. How can I dispute that penalty now? I do have certified mail receipt and USPS website did show that these people got my letter. Please help.
