My air conditioning still isn't fixed, can I move out?

I live in Arizona where air conditioning is more than just a, "luxury." The air conditioning has been off for months now and it's getting extremely hot, I can't handle it anymore. He's known about it since I have and it still isn't fixed. An electrician has been out a few times (when he actually shows up) and finally decided that the whole unit needs to be replaced, which hasn't happened either. I want to leave but I don't want any penalties.
