What is a really good way that me and my fiend can create a website similar to The Slap like on Victorious?

We're both really BIG of Victorious and would love it if anyone could show, guide, ect us ho to make website similar to The Slap, but not so similar we'd get in trouble,but similar enough to be close to being The Sap. (If that makes any sense)
