Are the passing a bill to get rid of the life without parole penalty in Alabama?

My father has been in prison 16 years this september for capital murder for a crime he didnt commit. Ive read over all the case files and am more than convinced it was a set up. The investigators had absolutely no evidence to gain a search warrant and the woman that was charged along with him walked away scott free after her ridiculous testimony yet they claim the two aren't connect. My father had absolutely no record other than the ocassional speeding ticket. Was in the volunteer fire department for several years and had a full time job. The woman had several run ins with dhr for child neglect and abuse before she ever even met my dad. Now he's served 16 years and i heard they were trying to pass a bill to get rid of life without parole. He's earned several certificates for numerous things and is manager of the tag plant at his prison. Surely if such a bill was passed he'd be a shoe in for parole. Yet i cant find any information on this. Thanks for your help in advance :)
